Horizon Europe in detail

Horizon Europe consists of 3 pillars and one horizontal component.

Pillar 1 is called Excellent Science and was set up to reinforce and extend the excellence of the Union's science base.

  • European Research Council (ERC) to conduct frontier research by the best researchers and their teams
  • Marie Skłodowska-Curie Actions (MSCA) to equip researchers with new knowledge and skills through mobility and training
  • Research Infrastructures to integrate and inter-connect world-class research infrastructures

Pillar 2 is called 'Global Challenges and European Industrial Competitiveness' and consists of 6 clusters to boost key technologies and solutions underpinning EU policies and Sustainable Development Goals.

  • Cluster 1: Health
  • Cluster 2: Culture, Creativity and Inclusive Society
  • Cluster 3: Civil Security for Society
  • Cluster 4: Digital, Industry and Space
  • Cluster 5: Climate, Energy and Mobility
  • Cluster 6: Food, Bioeconomy, Natural Resources, Agriculture and Environment

AND Joint Research Centre

Pillar 3 is called 'Innovative Europe' and is intended to stimulate market-creating breakthroughs and ecosystems that are conducive to innovation.

  • A European Innovation Council (EIC) to support innovations with breakthrough and market creating potential. Two complementary instruments have been put in place to bridge the gap between an idea and an investable project – the pathfinder grants (from early technology to pre-commercial) and the accelerator grants (from pre-commercial to market and scale-up).
  • European innovation ecosystems to connect with regional and national innovation actors.
  • A European Institute of Innovation and Technology (EIT) to bring key actors (research, education and business) together around a common goal for nurturing innovation.

The Horizontal Pillar is called Widening Participation and Strengthening the European Research Area and is made up of two parts:

  • Widening participation and spreading excellence
  • Reforming and Enhancing the European R&I system
